BY-LAWS

AS AMMENDED DECEMBER 27, 2006


ISSAQUAH AERIE NUMBER 3054 FRATERNAL
ORDER OF EAGLES INSTITUTED BY THE
AUTHORITY OF THE GRAND AERIE OF
FRATERNAL ORDER OF EAGLES.
THIS AERIE WAS INCORPORATED UNDER THE
LAWS OF THE STATE OF WASHINGTON ON THE
NINETEENTH DAY OF JANUARY, NINETEEN
HUNDRED AND FIFTY-ONE.


SECTION 1.2 Special meetings shall be held in conformity with Section 72.2 statutes for 
local Aeries, or laws amendatory thereof

SECTION 1.3 There will be no smoking drinking alcohol beverages, or wearing hats on the 
Aerie floor during the Aerie meeting.

                              NOMINATION AND ELECTION

SECTION 2.1 The annual nomination, election and installation of officers shall be as 
provided in sections 91.1 to 91.5, inclusive, statutes, F.O.E. or laws amendatory thereof 
Vacancies in office shall be filled as provided in section 92.1, statutes, F.O.E., or laws 
amendatory thereof.

SECTION 2.2 The office of the Worthy Conductor shall be filled each year by election.

SECTION 2.3 The election of Acne officers shall be by written ballot at the first AERTE 
meeting in May per section 91.3 FOE constitution.

SECTION 2.4 Tellers shall be appointed by the Worthy President.

SECTION 2.5 The term of office of the Secretary of this AERIE shall he for a term of (3) three 
years.

SECTION 2.6 The term of office of the Treasurer of this Acne shall he for a term of (1) one 
year.

SECTION 2.7 There shall be (4) four elected Trustees, and they shall be elected for a term of 
three years each.

SECTION 2.7.1 In addition to the (4) four elected Trustees, the Junior Past Worthy President, 
while serving as such, shall serve as a statutory member of the Board of Trustees of this 
Aerie.

SECTION 2.7.2 The Aerie Secretary may be the Secretary of The Board of Trustees if 
selected by the board.

SECTION 2.8 Each year an invitation shall be given to the Issaquah Auxiliary to have a joint 
installation of officers. This shall be sent by the Secretary no later than May 1 preceding 
installation.

                                         AERIE MEMBERSHIP

SECTION 3.1 The fee for membership by initiation shall be $20.00.

SECTION 3.2 The minimum age that members will be accepted by this Aerie will be twenty-
one (21) years of age on the date of initiation.

SECTION 3.3 Applications for membership will be accepted by this Aerie upon 
recommendation of the Interview Committee and ballot box vote of the Aerie. A simple 
majority of the vote will elect the candidate to membership

                                                       FUNDS

SECTION 4.1 The following funds are hereby established for this 
Aerie:                                         
(a) The Benefit Fund                                                                        
(b) The General Fund                                                                                                         
(c) The Gambling/Social Fund                                                                                
(d) The building Maintenance Fund
(e) Trustees Petty Cash Fund. (It will consist of A checking account and a cash box for Social 
Room operation)

SECTION 4.2 By Resolution the Aerie shall designate some banking institution in which 
each of the said funds shall be separately deposited. Such deposits shall be made in the 
name of the Aerie.

SECTION 4.3 The Aerie will maintain a profit and loss system of accounting for all the 
established funds of the Aerie.

SECTION 4.4 A current profit & (loss) statement will be presented to the Aerie at the first 
meeting of the month reporting the current year to date profit or (loss) on the Aerie funds.

                                                           DUES

SECTION 5.1 Application for membership will be accepted for social membership only. 
Existing beneficial members shall retain all applicable benefits of such membership. The 
Benefit Fund shall he funded with the present value of applicable benefits to provide 100% 
funding over the published life expectancy of existing beneficial members as of 12/31/1989.

SECTION 5.1.1 Dues of existing beneficial members shall be $41.00 per year, payable in 
advance.

SECTION 5.2 Dues of beneficial members shall be divided animally among the various 
funds as follows:                                                                                                                 
(a) Benefit Fund $14.94 deposited annually.                                                                     
(b) General Fund $26.06 deposited annually.

SECTION 5.3 Dues of non-beneficial members shall be $35.00 per year, payable in advance.

SECTION 5.4 Dues of non-beneficial members shall be divided annually among the various 
funds as follows:                                                                                                    
(a) Benefit Fund $9.78 deposited annually.                                                                       
(b) General Fund $25.22 deposited annually.

SECTION 5.4.1 Dues of dual members shall be $15.00 per year, payable in no event for a 
period longer than the period for which the member has paid his dues in advance in his 
original local Aerie, deposited in the General Fund.

SECTION 5.5 Any qualified member may make application for a “Golden Age Eagle” 
membership.

SECTION 5.6 Dues for all members, except dual members, shall be due and payable on the 
first day of August.

SECTION 5.7 Dues for dual members shall be prorated so that the due date shall coincide 
with that of their home Aerie.

                                           DUTIES OF OFFICERS

SECTION 6.1 Upon having received due notice of a Issaquah Eagle member being in dire 
circumstances, the Worthy President, may provide financial aid to said member, not to 
exceed the sum of $100.00 to be paid from the general fund.   

SECTION 6.2 If any officer absents himself from (4) four consecutive meetings of the Aerie, 
or duly called or stated officer’s meetings, without being excused by vote of the Aerie in 
regular session, the office of such officer so absenting himself shall be declared vacant by 
the presiding officer.

SECTION 6.3 House rules governing the premises and the conduct of members hereon 
shall be adopted by the Aerie, and as such House Rules as adopted shall be posted in a 
conspicuous place in the Aerie premises. House rules shall be adopted and amended in 
the same manner as the by-laws of the Aerie.

                                            BENEFIT PAYMENT

SECTION 7.1 This Aerie does not pay benefits for any sickness or disability.

                                           FUNERAL BENEFITS

SECTION 8.1 On the death of a member having been initiated into this Aerie prior to having 
passed his fifty-fifth birthday and paying the amount of dues as set forth in section 5.1.1 of 
these by laws and entitled to funeral benefits, and subject to all the provisions, limitations 
and prohibitions contained in section 115.3 to 115.6 inclusive, statutes, F.O.E., or laws 
amendatory thereof, which sections above referred to are made a part hereof, a funeral 
benefit, in the amount of two hundred fifty dollars ($250.00) will be paid.

SECTION 8.2 On the death of a member, the Aerie shall provide a suitable floral or other 
form of tribute, the cost not to exceed the sum of $100.00 to be paid by the general fund.

                                    SALARIES

SECTION 9.1 For faithful performance of their respective duties, the Worthy President and 
Worthy Vice-President shall receive (1) one year dues paid upon completion of their term of 
office.

SECTION 9.2 For faithful performance of his duties, the Aerie Secretary shall receive per-
capita compensation, payable monthly, and based upon the number of Aerie members who 
are in good standing and who are not more than three months in arrears as follows: $1.25 
(one dollar and twenty five cents) per month, per member.

SECTION 9.3 For faithful performance of his duties, the Treasurer shall receive (1) one year 
dues paid upon completion of his term of office.

SECTION 9.4 The salary of the Aerie auditor and the Aerie officers shall not be paid until 
such time as the duties required of them by the laws of the Order and the by-laws of this 
Aerie have been fulfilled, and all reports then due have been completed, presented and 
transmitted to those entitled to receive them.

SECTION 9.5 For faithful performance of his or her duties, each Trustee shall receive (1) one 
year dues paid upon completion of each year of their term of office.

SECTION 9.6 For faithful performance of duties, the Secretary of the Board of Trustees shall 
receive the sum of $250.00 per month.

SECTION 9.7 For faithful performance of his/her duties the Aerie auditor shall receive not in 
excess of $240.00 per annum, payable quarterly

SECTION 9.8 The salary of the Aerie employees shall be fixed by the Board of Trustees and 
not to exceed the maximum amounts below:                                                          
Head Steward: not to exceed S700 per week.                                                          
Waitress: not to exceed union scale per hour and not to exceed 50 hours per week. 
Bartender: not to exceed union scale per hour and not to exceed 50 hours per week.

SECTION 9.8.1 Employee yearly vacation shall he based upon the average weekly hours 
worked time the employee’s current rate of pay. The employee shall be full vested with 
vacation on the anniversary date of their hiring. . All vacation must be used annually. Vacation
for Part time/Full time employment (pro rated based on average hours worked by said 
employee) will be as follows:
1 to 4 Years= 1 week (Not to exceed 40 hours), 5 to 9 Years= 2 weeks (Not to exceed 80 hours),10 Years 
and up 3 weeks (Not to exceed 120 hours)

SECTION 9.8.2 Christmas bonuses are at the discretion of the Board of Trustees and will he 
considered at the first meeting in December each year.

SECTION 9.8.3 Selected employees may be granted a bonus for exceptional performance, at 
the discretion of the Board of Trustees, not to exceed five thousand dollars ($5000.00) in total 
for all employees per fiscal year. This is to be determined by a majority vote of the Board of 
Trustees at their regular meeting and shall be reported to the Aerie at the next regular Aerie 
meeting.

SECTION 9.9 When ever the Aerie, by properly adopted resolution, sends its accredited 
representatives to the Grand Aerie convention, the Washington state convention, they may be 
allowed as their expenses, seventy five dollars ($75.00) per day while in attendance at the 
sessions, plus their registration fee
.
SECTION 9.9.1 The names of the current chair officers holding the office of Worthy Vice-
President, Worthy Chaplain, and Worthy Conductor shall be automatic nominees as 
delegates to the Washington state convention.

                                   BONDS

SECTION 10.1 The Worthy President, Secretary, Treasurer, and each Trustee and 
other                        employees of the Aerie who handle monies of the Aerie shall be bonded 
by a “name position” bond, to be purchased by the Acne, in the amount and according to the 
following schedule:
(1)        Under $10,000.00        $1,500.00
(2)        Under $20,000.00        $3,500.00
(3)        Under $40,000.00        $6,500.00
(4)        Under $60,000 00        $10,000.09
(5)        $60,000.00 and up       $13,500.00

SECTION 10.2 No officer or employee shall be permitted to assume or discharge the duties 
of his office or employment until bonded.

                         MISCELLANEOUS

SECTION 11.1 In appreciation of services rendered by the retiring Worthy President, the Aerie
may, by resolution adopted by the Aerie, present some suitable gratuity to the retiring Worthy 
President, at a cost not to exceed the sum of $200.00 to be paid from the general fund.

SECTION 11.2 Where the Constitution and Statutes of the Fraternal Order of Eagles, and the 
Rules and Regulations of the Fraternity, and these by-laws do not cover or control, the Robert’
s Rules of Order (revised), shall govern the actions and deliberations of this Aerie.

SECTION 11.3 The Secretary of this Aerie may also serve as Head Steward as provided in 
section 89.1 .1, Statutes, F.O.E., or laws amendatory thereof.

SECTION 11.4 The Aerie shall provide a 5” X 7” black and white or color portrait of the serving
Worthy President, by a professional photographer, together with a suitable frame to hang in 
the entry to the Aerie home with a portrait of the serving Madam President of the Aerie’s 
Auxiliary. At the completion of the term of office, the portrait shall be added to the gallery of 
Worthy Past Presidents in the Aerie home. The cost of the portrait shall not exceed thirty-five 
dollars ($35.00) to be paid from the general fund.

SECTION 9.2 For faithful performance of his secretarial duties, the secretary shall receive a 
per-capita compensation, payable monthly, and based upon the number of members who 
are in good standing and who are not more than three (3) month in arrears as follows: $1.00 
(one dollar) per month, per member.

Amended:
SECTION 9.2 For faithful performance of his duties, the Aerie Secretary shall receive per-
capita compensation, payable monthly, and based upon the number of Aerie members who 
are in good standing and who are not more than three months in arrears as follows: $1.25 
(one dollar and twenty five cents) per month, per member.
